QQI launches Thematic Analysis of CINNTE Reviews at Peer Learning Event for Independent and Private HEIs

08–09–2025

QQI hosted a peer learning event in Dublin on Tuesday 2 September, bringing together quality assurance professionals from across the independent and private higher education sector.

The event marked the launch of a thematic analysis of the 2024 CINNTE institutional review reports for the four largest independent and private higher education institutions (HEIs).

The key themes which emerged from this analysis were broadly consistent with the findings of external QA reviews in the public higher education system focusing on strong quality assurance (QA) governance structures, inclusive teaching practices and a growing emphasis on data-driven decision-making. Areas for improvement identified included simplifying governance frameworks, enhancing student engagement in QA, and strengthening strategic workforce planning, particularly where growth in student numbers is a strategic priority. Some recommendations included:

  • Improving approaches to assessment and feedback to better support learning outcomes
  • Embedding student partnership approaches in self-evaluation, monitoring and governance
  • Expanding the availability of accredited placements for students to enhance employability and practical experience for students.

This was followed by a lively panel discussion, reflecting on the benefits and challenges of external QA review processes.

For the second half of the event QQI provided a high-level overview of the proposed institutional review model for smaller private and independent HEIs. While closely aligned with the CINNTE model used for public and larger private HEIs, the updated framework has been tailored to reflect the scale and diversity of smaller providers. QQI welcomed frank contributions and observations from HECA and the independent and private HEIs represented at the event and has committed to consider these more closely and engage further with the sector.

This peer learning event gave private and independent HE providers an opportunity to share their experiences in the CINNTE review process, learn from each other and identify potential challenges and concerns.
