QQI publishes Thematic Analysis of CINNTE reviews for Ireland’s Technological Universities (TUs)

QQI has published its Thematic Analysis of the CINNTE reviews of Ireland’s five Technological Universities (TUs). This comprehensive report synthesises findings from institutional review reports for: 

  • Technological University Dublin (TU Dublin)
  • Munster Technological University (MTU)
  • Technological University of the Shannon (TUS)
  • South East Technological University (SETU)
  • Atlantic Technological University (ATU) 

Conducted between 2021 and 2025, these reviews highlight the strong commitment of all TUs to building robust quality assurance and enhancement (QAE) frameworks. Despite early-stage challenges and the impact of the Covid-19 pandemic, the universities are commended for their dedication to continuous improvement and proactive quality enhancement. 

Key Commendations Across the Five TUs 

  • Strategic Vision and Leadership: all TUs were commended for developing clear strategic plans and missions that guide their transformation and integration journeys. Leadership teams demonstrated resilience, professionalism, and a strong commitment to quality enhancement during periods of significant change.
  • Student-Centred Culture and Access: the reviews praised the visible and inclusive student-centred cultures across the TUs, with a strong emphasis on widening access to tertiary education.
  • Quality Assurance and Enhancement Frameworks: the TUs were commended for building robust quality assurance and enhancement (QAE) frameworks, often under challenging circumstances. 
  • Regional and External Engagement: extensive and effective partnerships with regional, national, and global stakeholders - including government, industry, and community - were recognised as a major strength.
  • Commitment to Continuous Improvement: all TUs demonstrated a strong ethos of continuous improvement, openness, and transparency in their quality assurance processes.
  • Governance and Management: the establishment of new governance structures were commended, particularly where these changes supported effective decision-making and accountability.
