Sets out the purpose of the statutory core quality assurance guidelines and identifies who they are for. Defines what is meant by provider-owned quality assurance policies and procedures. An identification of the eleven core areas in which providers are expected to have quality assurance procedures in place, and an elaboration of what is expected of provider procedures in these areas
