Updated CINNTE Handbook and Terms of Reference now Published
QQI has published the updated CINNTE Review handbook and terms of reference, ahead of the forthcoming external reviews of 24 private and independent higher education providers.
As part of its statutory remit, QQI evaluates how effectively providers establish, maintain and implement their quality assurance procedures. The updated documents have been refined to ensure they are fit for purpose for a diverse range of providers, including smaller HEIs, by offering clearer guidance, streamlined expectations and enhanced support throughout each stage of the review process.
The first site visits are scheduled for October 2026, with all reviews to be completed by end of 2027.
The updated handbook and terms of reference set out:
- Each stage of the review process
- Guidance on the self-evaluation report
- The role and responsibilities of review teams
- The publication of final reports
- Post-review follow-up requirements
The CINNTE review process assesses how effectively providers manage their internal quality assurance systems and aims to:
- Support continuous improvement in education, training, and learner services
- Enhance the overall learner experience
- Provide reliable public information on the quality and validity of QQI‑validated programmes leading to awards in the National Framework of Qualifications.
Both documents are now publicly available on the QQI website.
