QQI Publishes Thematic Analysis of ETB Interim Quality Reports 2026
Quality and Qualifications Ireland has recently published its Thematic Analysis of the Interim Quality Reports (2026) of the Education and Training Boards (ETBs), providing an overview of developments and challenges across its further education and training delivery. The report focuses on the ETBs’ continuing response to recommendations made during the inaugural review process.

Quality assurance (QA) is increasingly linked to broader organisational priorities such as learner experience, staff development, accessibility, digital transformation, stakeholder engagement, and strategic planning
Learner voice and learner support
ETBs have expanded mechanisms for capturing and using learner feedback. Common initiatives include: learner surveys; student councils; learner support services; digital literacy supports; and Universal Design for Learning (UDL) initiatives.
Growth in digital transformation and blended learning
ETBs have developed or are developing: blended learning policies; learner and staff digital hubs; technology-enhanced learning (TEL) supports; and SharePoint-based QA systems.
Accessibility and inclusion
ETBs are implementing UDL; adopting the ALTITUDE Charter; improving website accessibility; expanding reasonable accommodation supports and developing plain English resources.
Key challenges
Key challenges emerging from the 2026 Thematic Analysis include resource and capacity constraints; data management and literacy; academic integrity and GenAI; learner retention and accessibility; and implementation of recognition of prior learning processes.
Integration and enhancement
QA activity in the sector is increasingly integrated with organisational strategy, learner-centred practice, digital transformation, AI preparedness, accessibility, and progression pathways. While there is significant diversity across the sector, there is evidence of sector-wide progress and continuous quality enhancement.
