Call for tenders - thematic analysis of QQI validation reports

14–07–2025

QQI is inviting applications for a project to review and analyse its validation reports. These reports are written by independent panels that review new or updated education and training programmes which lead to a QQI award. The reports assess whether each programme meets QQI’s quality standards, fits within the National Framework of Qualifications (NFQ) and is suitable for the learners it’s designed for.

QQI is looking for an analysis of independent evaluation reports (IERs) for programmes approved for validation or revalidation by QQI between September 2018 and November 2024, looking at themes, trends and effectiveness of reporting.

The successful applicant will provide:

  • a synoptic analysis and commentary which include notable trends in validation activity over the period and the characteristics of programmes and embedded programmes submitted for validation, and their awards; and
  • thematic and trend analyses of a representative sample of the available IERs across twelve broad validation criteria, however, there may be themes that cut across these.

Overall, the objectives of the project are to identify:

  • themes emerging from the areas of strength and areas for improvement identified in the validation reports and how they relate to programmatic dimensions such as NFQ level, discipline, provider type etc.; and
  • how useful or otherwise the reporting mechanisms are in identifying and effectively communicating critical issues.

The deadline for submissions to this RfT is 12:00pm, 25 September 2025.

You can find further information about the project here.
