QQI Publishes Thematic Analysis of ETB Interim Quality Reports 2025

Quality and Qualifications Ireland (QQI) has recently published its Thematic Analysis of the Interim Quality Reports (2025) of the Education and Training Boards (ETBs), providing an overview of developments and challenges across its further education and training (FET) delivery. The Interim Report focuses on the ETBs’ continuing response to recommendations made during the Inaugural Review process.

Key Findings from the 2025 Thematic Analysis

The 2025 analysis highlights efforts made by ETBs in strengthening quality assurance systems while also identifying priority areas requiring continued focus and support. Many of the reported activities by ETBs are concentrated in the following areas:

  • Quality Assurance Policies and Procedures: Reports indicate that ETBs are increasingly centralising and digitising their quality assurance policies and procedures. The adoption of digital platforms has enhanced both accessibility and standardisation of these processes. In addition, policy development is ongoing, frequently incorporating feedback from stakeholders to address emerging themes such as academic integrity and blended learning.
  • Learner Voice: Reported evidence suggests a sector-wide emphasis on capturing and integrating learner voice. Mechanisms such as surveys, forums, and direct representation are now standard practice across ETBs. Learner feedback is being used within quality assurance and governance structures, with the aim of informing both strategic and operational decisions.
  • Staff Development: It is reported that professional learning and development for staff has become more strategic and formalised. Many ETBs are implementing digital platforms for ongoing professional development, as well as structured induction and mentoring programmes and the establishment of communities of practice.
  • Data Management: The reports reflect a growing emphasis on the strategic use of data within ETBs. Investments are being made in data systems and analytics to support improved decision making. Despite continued challenges with data quality and integration, many ETBs express a commitment to ongoing improvement in this area.
  • Collaboration: The analysis indicates a culture of collaboration, both among ETBs and with broader sectoral partners. Shared learning initiatives remain an important mechanism for enhancing consistency and supporting continuous sectoral improvement.

Reports also identify challenges including:

  • Resource constraints,
  • Data management complexities,
  • The need for further harmonisation of processes.

QQI extends its appreciation to all contributors to the interim quality reporting process. These reports play a central role in monitoring QA standards, informing decision-making, and ensuring that FET provision continues to offer high-quality, learner-centred opportunities nationwide.
