QQI Launch Findings from Policy Impact Assessment of the NFQ

In response to a commitment in the QQI 2016-2018 Strategy Statement ‘to complete a review of the application and effects of the NFQ’, QQI commissioned an independent Policy Impact Assessment of the NFQ.

Indecon International Economic Consultants conducted the Policy Impact Assessment of the NFQ on behalf of QQI. The assessment took place between September 2016 and November 2017. An extensive survey of stakeholder views collected data on the impact of the NFQ across key indicators; transparency and quality of qualifications; domestic progression and international mobility and recognition of qualifications; and the employability of graduates. Stakeholders were also asked about the effectiveness of QQI in leading the development of the NFQ and about the future policy direction for the NFQ.  The findings from this assessment will inform the future development of the NFQ.
 
Commenting on the findings of the Impact Assessment Report, QQI Chief Executive, Dr. Padraig Walsh said: “Many of the major education, training and skill reforms currently underway in Ireland, have implications for the development, delivery, oversight and recognition of qualifications. Findings from the Policy Impact Assessment highlight how important it is for the NFQ to be aligned with these broader policy agendas and yet remain responsive to the qualification interests of individual learners.
 
All of us with an interest in qualifications share responsibility to ensure that the NFQ is used in ways that are progressive and that it supports reform and innovation. At the same time, it is essential that the NFQ continues to act as a stable and trusted reference point for fit for purpose qualifications in Ireland.
